It's not actually strictly true that Handel only wrote two major tenor roles. I suppose if you stick with the strict description of opera, that might be true, but Handel only called Semele an oratorio so that it could be performed during Lent, and roles like Samson, Judas Maccabeus and Jephtha are all tenors.
