I wonder if they realise it should be Siobhan or Siobhain? I used to have a list of such mistakes, unfortunately, the only one I can remember is Sean. Pronounced 'Seen'.
I have a feeling that in France you can only register a child's name if it is an official name, as per a centrally held register. There are clearly drawbacks to such a prescriptive system, but there are obvious advantages also!
