This was common land owned by people in general but some aristocrat decided to enclose it and King Charles II 'gave' it to him. Various people bought and sold the 'property' until 1913 when Croydon Council used ratepayers' money to 'buy' back something that had been previously stolen from then. And, that, in a nutshell, is how the aristocracy got rich.
